The IEA Policy Brief published in 2018 by OUCEA researchers, Therese N. Hopfenbeck and Jenny Lenkeit, can be read here. The policy brief overviews the PIRLS for Teachers project, which was designed to provide teachers in England with guidance to help interpret data from PIRLS and improve their own teaching of reading in primary schools.
